Reform to allow children attend high-quality schools

To put Beijing's high-quality educational resources into perspective, according to data from the city's Education Board, in 2014, more than 160,000 children reached school-going age.

But the districts of Dongcheng, Xicheng and Haidian -- traditional strongholds of high-quality schools -- have only 25 key elementary schools, and these schools only accept about 5,000 new pupils every year.

That means that only one in 32 new school-age pupils can enroll in them. The Ministry of Education has asked districts with excess capacity to open their doors to outside neighborhoods. A lottery system would decide where a child would go to school.
