Recently, the 19th National Annual Conference on Discipline Construction of Diplomacy jointly organized by China Foreign Affairs University and Dalian University of Foreign Languages was held in Dalian, northeastern Liaoning province. Nearly 120 scholars and researchers from more than 50 universities across the country participated in the conference. The "Frontier Fields of Diplomatic Research" section of the annual conference has attracted widespread attention from the diplomatic circles. The Center for Russian Studies of China Foreign Affairs University and the Center for International Development of Traditional Chinese Medicine of Shanghai University of Traditional Chinese Medicine conducted a big data analysis on the previously released global Pacific Rim Life Security Index (PRLSI), dynamically displaying the characteristics of life safety in the 43 Pacific Rim countries, indicating new advances in the field of our diplomacy.
Dr. Song Xinyang from Shanghai University of Traditional Chinese Medicine introduced that the index focuses on people's individual security. Life rights and health rights are the most important human rights, and people's life security and physical health are the preconditions for human beings' progressive development. It is reported that the index captures and analyzes millions of pieces of information from big data, and focuses on 15 secondary indicators and nearly 100 third-level indicators in 4 dimensions, visually displaying the personal life safety situation of 43 countries in the Pacific Rim region. By providing references, the index makes it convenient for global capital, technology, and talents to flow to safer places, and for people around the world to invest, get jobs, and live in the Pacific Rim region.
Health dimension indicators include life expectancy, newborn health, maternal health and infectious disease prevention and control, hospital beds (per 1000 people), health care services per capita. The average score of this indicator is 23.10. Australia, Japan, Singapore, South Korea, New Zealand, Canada, China, Costa Rica, Chile and Thailand rank first to tenth with scores of 36.71, 36.62, 35.62, 34.61, 34.24,32.88, 30.32, 28.65, 28.63 respectively. The bottom ten countries are mainly Pacific island countries, including Indonesia, Cambodia, East-Timor, and the Philippines from Southeast Asia. The health dimension tips: tropical countries, island countries and economically underdeveloped countries are at a lower level of individual security protection in this field.
Natural dimension indicators include extreme climate response, geological disaster response, environmental pollution response. The average score of this indicator is 12.38. Russia, Canada, Thailand, China, Mexico, Vietnam, Indonesia, Philippines and Papua New Guinea rank first to ninth with scores of 16.71, 16.60, 16.26, 15.60, 15.15, 14.88, 14.41, 14.22 respectively. North Korea and Nicaragua tied for the tenth with the score of 13.93. The natural dimension tips: global warming directly threatens the people's security in the Pacific island countries; Australian fires and Japan's discharge of nuclear wastewater not only threaten the lives of people in both countries, but also have a negative impact on the environment in the Pacific Rim region.
Social dimension indicators include peace, anti-terrorism, social security and sense of security. The average score of this indicator is 14.33. China, South Korea, North Korea, Singapore, Brunei, Japan, Chile, Canada, New Zealand and Australia rank first to tenth with scores of 19.70, 18.95, 18.03, 17.99, 17.34, 17.03, 16.96, 16.87, 16.81, 16.62 respectively. Among the top ten countries, six are in Asia, two are in America, two are in Oceania. Russia ranks 36th, mainly due to the Ukraine crisis, which leads to its low score in the conflict indicator. The social dimension tips: war, shootings, etc. directly threaten people's lives. For example, the United States of America and Russia rank poor in this dimension.
Psychological dimension indicators include self-harm intervention, suicide intervention, prevention and treatment of mental illness and happiness. The average score of this indicator is 11.20. Australia, Canada, Singapore, New Zealand, Brunei, Chile, Panama, Malaysia, Thailand and China rank first to tenth with scores of 17.81, 17.51, 16.90, 16.79, 15.28, 14.47, 13.85, 13.83, 12.97, 12.86 respectively. The psychological dimension tips: some developed countries, such as Japan, South Korea, have national psychological problems that cannot be ignored, affecting people's security.
As for the total score, Canada, Singapore, Australia, New Zealand, China, South Korea, Japan, Thailand, Chile and Costa Rica rank first to tenth with scores of 83.86, 83.67, 82.58, 80.00, 78.48, 78.44, 74.22, 72.87, 72.17, 69.74 respectively. Among the top ten countries, five are in Asia, three are in America and two are in Oceania. The bottom ten countries are mainly Pacific island countries, plus Cambodia, East Timor in Asia, and Honduras in America.
The index tips: 1, we should pay urgent attention to the security of human life in the Pacific Rim region. With a total score of 100, the average score of the Pacific Rim countries is only 61, and the score of 20 countries in the region is less than 60. There exists a wide gap in life security levels between countries. The country with the lowest score is left behind with more than 47 points by the country with the highest score. 2, economic development is not equal to national life security. For instance, people's life security in the United States of America is not optimistic due to the problems of guns, drugs, and infectious disease prevention and control. 3, Where human life security level is on the top in the Pacific Rim region? In terms of time zones, currently, the securer zones are East Eighth and East Ninth, which include China, South Korea, Japan, Singapore, Malaysia, Brunei, and Australia.
Life is above everything else. The Pacific Rim Life Security Index could show the basic life security assurance provided by a country, and indicate the hidden risks in health, nature, society and psychology, which contributes to attracting global attention to the protection of people's life security and improvement of people's life happiness. By providing references, the index makes it convenient for global capital, technology, and talents to flow to safer places, and for people around the world to invest, get jobs, and live in the Pacific Rim region. The index calls for Protecting and cherishing life, taking He as precious. Individual life is the base of human civilization. The international community should work together to create a peaceful, harmonious, concordant, beautiful environment for the Pacific Rim countries' development, advancing the construction of a community with a shared future for mankind.
Scholars from China Foreign Affairs University, Shanghai University of Traditional Chinese Medicine, Dalian University of Foreign Languages, Peking Union Medical College, Beijing Foreign Studies University, Peking University, Oxford University and other participants gave high comments on the Pacific Rim Life Security Index and believed that the design of the indicators of the index is scientific and comprehensive, which ensures the objectivity of the index. The index focuses on individual life safety and evaluates the life safety of countries in the Pacific Rim from multiple dimensions. The international community should work together to create a peaceful, harmonious and beautiful environment for the development of countries in the Pacific Rim and promote the building of a community with a shared future for mankind.
