Germany seeks to be more proactive in Libya reconstruction

Germany intends to assume a more proactive role in Libyan reconstruction so as "to provide lasting stability for the country," German foreign minister said in Berlin on Wednesday.

"Germany has experience and particular expertise in this area. We will stand by Libya with advice and assistance if it wishes," Foreign Minister Guido Westerwelle was quoted by the daily Passauer Neue Presse as saying.

According to Westerwelle, German government had on Tuesday provided the Libyan rebel National Transitional Council (NTC) a loan worth of 100 million euros as "humanitarian and civil assistance."

"We made our contribution to the upheaval (in Libya) using political means," Westerwelle said.

"The sanctions and international isolation played an important role. Kadhafi's regime was cut off from funds to replenish its coffers." he added.

Some western allies are disgruntled at the absence of German military involvement in the months-long Libyan conflicts.

Germany broke ranks with its allies when it abstained in a UN Security Council vote on a no-fly zone against Libya five months ago.

It also withdrew warships from a NATO joint-operation on arms embargo against Libya later this year.
