As China aims to become a film powerhouse by 2035, the plan sets to build Beijing into a core film zone, including a demonstration zone for the high-quality development of film and the country's first film hub of global importance.

To achieve this vision, Beijing shall maintain a steady film production. Specific annual targets listed in the plan include: contracting around five national key films, producing more than 30 municipal key films, and funding of at least 20 locally produced films that will take more than 100 million yuan at the box office.

The plan requited that by 2025, the number of the city's total cinemas shall surpass 300, and three-kilometer-cinema circles shall be formed in urban areas and major towns with optimized public service. More efforts shall be made to improve the quality of filmmaking and boost the development of market entities. Beijing shall also endeavor to upgrade its film industry and empower it with science and technology in order to build a film innovation center.

According to the plan, the capital shall enhance its transmission capability and establish an overseas film promotion center. The city will also take stronger steps to build a talent pool and improve its governance capacity so as to create a better environment for the film industry's sound development.
