As the city lights go up during the night, a "water tower" situated on Longyue Road of Longgang, a county-level city of Wenzhou, East China's Zhejiang Province, shines like a crystal palace, in which many local residents are seen doing some reading. This is the city's study of Longyue Road, a "water tower in the city." Since its trial operation, visitors have been coming in an endless stream.

The former landmark turned into a "cultural lighthouse"

The city's study is renovated from an old waterworks built before the village-to-town upgrading of Longgang. It was officially put into use in September 1983, the waterworks witnessed the beginning of Longgang's water supply, carrying the collective memory of the locals in this generation.

The waterworks have been added renewed cultural connotations after its renovation into a city's study. The eye-catching lights of the building turn the water tower into the city's "cultural beacon", boasting vitality of the already robust city culture.

There are three floors in the city's study. The ground floor is divided into a leisure area and a reading area, with bookstores, libraries, bars and dessert shops open to the public. The second floor is composed of another reading area and a multi-functional lounge, where cultural activities are held regularly. The cultural community and the interactive area on the third floor hold a series of reading sessions at a fixed time.

Eight cultural facilities built in half a year show the speed of cultural development in Longgang.

The water tower is a good example showcasing the construction speed of the cultural facility in Longgang, as it was first designed in April and opened to the public in September. Apart from it, other projects the city is working to wrap up within this year include the city's study of Longgang Government Affairs Service Center, the city's study of Xipai Village, the parent-child reading room of the city's study of Cuihu Lake, Longgang Art Museum, Longgang Lacquerware Museum, Longgang Xiaoyi Art Museum and Kongjian Book House at Gantou Village. The "15-minute cultural life circle" of Longgang is beginning to take shape.

Longgang is reported to have introduced leading social organizations and enterprises to operate and manage these public cultural facilities. At the same time, it has also formulated the guiding catalogue and regulations so as to improve the government procurement system and diversify public cultural services via purchasing from the private sectors.

15 minutes of quality cultural life circle-Spending a "literary weekend" at home

There are various activities during this summer vacation. Sanyuan Community organized a beer festival, a music bazaar, a trunk bazaar and a recital in Hanfu clothing (traditional dress of the Han Chinese people). Xinlan Community, together with the city's study of Xipai Village, held a series of literary and artistic activities including lectures on art. In the Yanjiang branch of Longgang Library, Hedigao Community staged reading clubs, story sharing sessions and other events for teenagers. With the construction of the "15-minute Cultural Life Circle" in Longgang in full swing, local citizens can have an "art and culture weekend" just at their doorsteps. With the pursuit of the principle of "common spiritual prosperity", Longgang provides multiple cultural services to meet the needs of the elderly and children.

It is reported that the activities of every city study in Longgang are closely integrated with the "15-minute quality cultural life circle", among which Xipai city study and Century New City study have been included. After the completion of the new city study, it will also be included in the public cultural facilities of the "15-minute quality cultural life circle", and according to the characteristics of each community, cultural activities in these venues that are in line with the community will be built regularly.
