Chapter One General Provisions

Article One

The Beijing Municipal Government Scholarship for International Students is established to promote development of international students at Institutes of Higher Learning in Beijing, to meet the needs of educating talents at Institutes of Higher Learning, conducting scientific research, providing social services and cultural exchanges in accordance with economic construction and social development of the city. Regulations have been set up to enhance management of scholarships for international students, improve efficiency, raise management quality to realize a scientific standard to evaluate management effectiveness.

Article Two

The Beijing Municipal Government offers tuition sponsorship to international students who are either currently enrolled in Beijing schools or are planning to attend schools in the city.

Chapter Two Organization and Management

Article Three

The Beijing Municipal Commission of Education and Beijing Municipal Bureau of Finance constitute the Leadership Group for Establishing Scholarship Program for International Students, taking responsibility for coordinating, guiding, inspecting and managing the program. The Division of International Cooperation and Exchange of Beijing Municipal Commission of Education is the standing management organization, in charge of evaluating, setting up programs, examining and checking and accepting, and authorizing or entrusting relevant Institutes of Higher Learning to share part of management work. The Financial Department of the Beijing Municipal Commission of Education takes charge of auditing and supervising the use and management of program funds.

Institutes of Higher Learning should enhance management of scholarships for international students; organize the design of the program.

Article Four

The Beijing Municipal Government Scholarship is to be realized via various programs, adopting an accountability system as part of the person in charge to take responsibility for the whole program, and be a staff member of the unit undertaking the program.

Article Five

Implementation procedures of the Beijing Municipal Government Scholarship are as followed: Relevant Institutes of Higher Learning must submit a report every March on the Scholarship Program of the prior year, as well as an application of distribution of the fund to international students enrolled in the fall semester to the Division of International Cooperation and Exchange and Financial Department of the Beijing Municipal Commission of Education.

Each year before the end of April, the Leadership Group for Establishing Scholarship Program for International Students will evaluate distribution of funds to international students enrolled in the fall semester by organizing expert assessments. They will finalize assessments and annual funds to be distributed.

The institutions awarded fill out the Program Task List for the Beijing Municipal Government Scholarship for International Students (hereafter Program Task List) according to assessments and scholarship funds allocated, and forwarding the Program Task List to the Division of International Cooperation and Exchange of the Beijing Municipal Commission of Education for auditing before the end of May. The Beijing Municipal Government Scholarship will be included in the annual budget of the Beijing Municipal Education Commission and Beijing Municipal Education Commission will apply for it as a special fund from the Beijing Municipal Bureau of Finance.

Article Six

The Program Task List is the base for implementation the program. The person in charge should fill out the Program Task List according to requirements. Experts organized by the Institutes of Higher Learning will present detailed analysis on authenticity of the Program Task List, feasibility of the establishment plan and funding usage.

Article Seven

Contents of the program do not undergo major adjustments. If adjustments of any item in the program is necessary, approval of the Leadership Group for Establishing the Scholarship Program for International Students are required.

Chapter Three Funds and Management

Article Eight

Funds of the Beijing Municipal Government Scholarship for International Students are to be allocated by the Beijing Municipal Government. Multi-channel joint financing and arrangement of funds from Institutes of Higher Learning are welcomed.

Article Nine

Budget for the Scholarship for International Students is used to cover tuition. For more details, please refer to application procedures for Beijing Municipal Government Scholarship for International Students.

Article Ten

Disbursement of funds for the Beijing Municipal Government Scholarship for International Students is enacted on an annual application basis and will be allocated after evaluations. Relevant Institutes of Higher Learning place the funds under management of the financial department, establishing an independent account and conducting separate accounting on specific-money-for-specific-use basis. Institutes of Higher Learning should abide by state financial laws, and undergo management inspections from the department in charge or auditing.

Chapter Four Quality Auditing of Programs

Article Eleven

Relevant Institutes of Higher Learning should go through quality auditing of the program. The Beijing Municipal Government Scholarship Program for International Students should undergo quality auditing and overall program evaluations based on the Program Task List.

Article Twelve

Quality auditing must be completed by the time designated by the Leadership Group for Establishing Scholarship Program for International Students and it should be launched by the institute of higher learning that are undertaking the program.

Article Thirteen

Procedures for quality auditing: the person in charge puts forward an application for quality auditing to the relevant administrative department of the institute of higher learning, which forwards materials to the Division of International Cooperation and Exchange of the Beijing Municipal Commission of Education for approval. The Division of International Cooperation and Exchange of Beijing Municipal Commission of Education will organize experts to audit the program.

Article Fourteen

Checking is conducted by conference. The expert group for checking is composed of five to nine persons, and those from the institute of higher learning undertaking the program should not exceed one third of the total.

Article Fifteen

The expert group for checking should use wording as “Checking passed” and “Checking failed” in the conclusion.

Article Sixteen

The school that fails the first checking may submit the application for re-checking within thirty days of receiving the notice. If the application for re-checking fails, the Beijing Municipal Education Commission will not accept the school’s application of scholarship funds in the following year

Article Seventeen

The Division of International Cooperation and Exchange and Financial Department of the Beijing Municipal Commission of Education will report on proceedings and assess or call back funds, and cancel qualifications of sponsored programs in the following year if programs are difficult to implement to meet requirements listed on the Program Task List for various reasons.

Chapter Five Supplementary Articles

Article Eighteen

Research conducted with funds sponsored by the Beijing Municipal Government Scholarship for International Students, include papers, monographs, patents, software and databases, should clearly make the fact known that it is “sponsored by the Beijing Municipal Government Scholarship for International Students”. The disposition and use of intellectual property rights should follow relevant national regulations.

Article Nineteen

The Beijing Municipal Education Commission and Beijing Municipal Bureau of Finance will interpret the regulations.

Article Twenty

The regulations shall be effective as of January 1, 2008.
