Peng Xingli: a village official who never stops innovating
Peng Xingli, born in 1960, is secretary of the CPC committee of Zhongyushudian Village of Labagoumen Manchu Ethnic Township in Huairou District in Beijing. The village has 115 households and 256 residents, and 67 percent of them are Manchu people. Peng was elected the CPC village committee secretary in 1990. At that time, the local villagers' only revenue came from growing corn. They all lived in stone houses and the widest street in the village was less than eight meters. Peng organized the villagers to improve irrigation facilities and soil conditions to increase yields, bringing in more income. After that, Peng took the lead to raise cows because some villagers were worried about the risks. In 2000, Peng used all his savings and some money he borrowed from friends and relatives to raise cattle on a trial basis. He was successful, receiving net earnings of 70,000 yuan that year. Other villagers were soon willing to participate in raising cattle for meat. So Peng sought financial support from banks to establish two cattle farms to achieve mass production. In 2003, the village sold 120 cows, making a profit of over 1.4 million yuan, bringing the per capita income to a historical high of 5,531 yuan. Peng never stops innovating. He spotted the geographical advantage of the village, as it is located along the birch tree valley, so Peng started to develop the local ecological tourist industry. To attract more tourists, Peng led the villagers to improve the local infrastructure, and build an 800-meter-long riverside trail and a 3,000-meter-long mountain trail. He also built some Manchu culture sites, such as a decorated archway and cultural walls. The complete infrastructure, beautiful natural environment and the Manchu culture have given the local tourist industry a promising future, and increased profit. In the middle of 2009, the village launched the construction of a socialist new village, which required demolishing the old residences and building new and tidy houses. Most villagers were unwilling to cooperate, as they were worried about the speed of the construction and the quality of the new houses. Peng again took the lead by demolishing his own house first. He then devoted all his time to supervising the construction work around the whole village. In less than eight months, 120 brand new houses have been built, covering a total area of over 10,000 square meters. All the villagers moved into their newly built houses in less than a year. |
