On December 6 the National Energy Expert Consultative Committee under the Office of the National Energy Leading Group (NELG) was set up in Beijing. Led by Xu Dingming, also the vice director of the Office of the NELG, 40 veteran experts in China's energy field made up the first committee.

The Office of the NELG said that the committee aims to enhance efforts toward significant energy research.

Additionally the committee will make preparations to establish a Ministry of Energy. According to the energy draft law, China will set up a State Council-led energy management department, which is considered to signify a soon-to-be -born Ministry of Energy. The new ministry is likely to be unveiled next March.
