Yet, the above offer just a glimpse of what Binhai can offer to its investors presently. As the nation's "test ground of reform", in the years ahead, the area will take more measures in favor of foreign ventures, so as to augment its capacity to introduce more foreign investments.

According to Binhai New Area's 2008 work prospectus, Binhai will set up the China's first over-the-counter (OTC) stock market, which can provide an equity transaction platform for eligible enterprises desiring to float shares on the stock market.

The Sino-Singapore eco-city, equipped with state-of-the-art technologies, is now under construction in an area covering 30 square kilometers. Upon completion, the city will offer interested enterprises a variety of the world's top facilities to be used for staff training, technology innovations and scientific research in an environmentally friendly manner.

This year, Binhai will also provide an all-round information service to foreign investors. In addition to the round-the-clock 96667 hotline, which offers customized services to businesses based in Binhai, the local government has also decided to hold regular news conferences with Chinese and foreign media, thus providing investors with timely information about what is going on in the fast-changing development zone.

"We hope we can keep the fast growth momentum and we are thirsty for large and long-term programs," Deng Guanghua, deputy director of the Policy Research Office of the Binhai New Area Management Committee, said on March 31, 2008 during an interview.

For local officials, Binhai's best chance in the near future rests on the 2008 Summer Davos Forum. According to available statistics, some 1,200 government officials and global business tycoons have registered to attend the event in Tianjin this September. At that time, Binhai will undergo an unprecedented opportunity to display its charm to foreign investors and to solicit overseas investments.
