Preliminary data on the ditching of an East Asia Airlines helicopter into Victoria Harbor earlier this month has ruled out overloading as the cause of the accident, the investigation team said on Tuesday.

An investigation team on Tuesday released a preliminary report on the July 3 accident involving a two-year-old AgustaWestland AW139 aircraft, which had just taken off and was flying on its way to Macao before plunging into the Victoria Harbor.
The British-Italian helicopter's gross weight before take-off was 6.58 tons, which was within its maximum take-off and landing weight of seven tons. The aircraft was also within its center-of- gravity limit.
The Civil Aviation Department reiterated the report is tentative and the investigation is ongoing.
The investigation team comprises officers from the department, the Macau Civil Aviation Authority, the Italian Agenzia Nazionale per la Sicurezza del Volo, the British Air Accidents Investigation Branch, the Canadian Transportation Safety Board, and AgustaWestland.
All 13 persons onboard, including 11 passengers and two crew members, have been rescued without serious injuries.
