Another highlight of the "direct election system" is the provision for debriefing and recall of officials. The regulations state an official must provide a report on his work to the public if 20 or more people demand it. If more than half the petitioners are dissatisfied with the report, the official has to prepare a new report. If the questions raised by the petitioners are not addressed, the petitioners have the right to propose the official be removed from office.

Following these rules, a town deputy mayor and the headmaster of a school have been dismissed in the area.

Liu Gangyi was debriefed three times in 20 months. Each time, his approval rating increased.

After six years in Mulan town Liu Gangyi delivered on all his promises. The net income of farmers jumped from 3027 yuan to 6880 yuan. The revenue of the township government reached nearly 100 million yuan. The poverty-stricken town had become one of the richest in Xindu district.

Taking his outstanding performance into account, the People's Congress of Chengdu approved his promotion to deputy director of Xindu district.

After Liu's promotion, the "direct election system" was extended to more than 30 towns and villages in the area.
