President Hu calls for government to administrate by law

Chinese President Hu Jintao has called for increased consciousness and legal awareness to administrate the state in accordance with law and speeding up the building of a socialist country ruled by law.

Hu, also general secretary of the Communist Party of China (CPC) Central Committee, made the remarks Monday at the 27th group study of the Political Bureau of the CPC Central Committee.

Administrating by law and promoting legal awareness is of great importance to deepening political system reform, developing socialist democratic politics, building of a modernized socialist country and realizing long-term stability and order of the country, he said.

To fully promote the law-based administration is aimed at building a law-based government, and calls for enhanced awareness and capabilities of leaders and officials to administrate in accordance with law and aims at ensuring strict enforcement of laws and regulations, he said.

Hu called for enacting or revising laws and regulations which are urgently needed to boost scientific development, deepen the reform and opening-up, and improve people's livelihoods.

Further, the president stressed enforcement of administrative laws and underscored government functions in economic regulation, market supervision, social management, and provision of public services to effectively guarantee and improve people's livelihoods.

Hu urged CPC committees at all levels to take the lead in upholding the uniformity, dignity and authority of socialist legal system as required by administration in accordance with law and in scientific and democratic manner.

He said CPC committees and governments at all levels should handle various issues in accordance with law and educate the public on knowledge of laws and regulations that are closely relative to production and livelihood of the people.

He also told CPC committees and governments at all levels to make good use of legal means to deepen reform, promote development and safeguard stability.

Hu Jianmiao, a professor with the National Academy of Governance, and Zhuo Zeyuan, a professor with the Party School of the CPC Central Committee, delivered speeches on the subject during the study session.
