The Kunming Development and Reform Commission (KDRC) Tuesday admitted that the man accused of involvement in a group sex scandal was KDRC fee collection management chief Cheng Jianjun.

Liu Xinggui, a discipline inspection and supervision official specially designated for this case by the KDRC, released the information to media. Liu declined to release additional information, saying the case was still under investigation.

Liu said that the KDRC leaders have attached great importance to this case. On August 1, the KDRC held a party meeting and set up a special team to deal with the case and assist the police investigation.

Reportedly, upon seeing a photo of the alleged incident, Cheng argued that the man photo looked like him but was not him. According to Liu, Cheng asked to delete the post and reported the case to the police. "It was an act to protect the KDRC's and his own reputation," Liu said.

There is speculation that Cheng may have been framed in the incident via photo editing. Whether the photo had been edited with Photoshop needs to been verified via professional techniques, Liu said. Currently the investigation is still underway.

"Our attitude is very clear. Everything has to be decided by the investigation results. If the case is true, we will deal with it according to relevant policies," Liu said.
