A new regulation to protect detainees' rights has taken effect as of Sunday, Xinhua reported.

To better protect their detainees' rights and interests, the new regulation prohibits detention centers from insulting, abusing or imposing physical punishments on detainees.

The detention centers must inform detainees of their legal rights and the rules they should abide by, as well as provide their relatives with timely notices.

The regulation also requires the centers to organize physical and cultural activities for detainees, specifying that detainees are to be permitted to have no fewer than two hours of daily outdoors activity.

The regulation bans forced labor at detention houses, and requires them to provide drug rehabilitation treatment for detained drug addicts.
