4 disqualified from working for Wuhan highway dept

The committee of traffic and transport of Wuhan, capital of Central China's Hubei province, has disqualified four candidates from working in its highway management department, Changjiang Daily reported on Thursday.

A message was posted on Tuesday on tianya.cn, one of the most visited online forums in China, saying that four of the seven people the highway management department recruited were children of the department's leadership, and another one of the candidates was the daughter of a deputy head of a local traffic bureau.

The message attracted more than 30,000 clicks and over 300 replies.

The department published a recruitment notice online in February to fill its seven vacant posts including finance and accounting. The top 20 percent of those who took a written exam on March 18 would enter a round of interviews held in April, after which seven people with the best performances would be selected.

The posts said that 28 candidates went into the interview, which was held on April 10.

According to regulations issued by the former Ministry of Personnel in 2005, government affiliated organizations, such as the highway management department, should select professional and administrative workers through public selection. What's more, a candidate should not be recruited as an accountant or human resource worker in such organizations, if their close relatives, such as spouses or parents, are the organization's leader. And they should not be recruited to work directly under the leadership of their relatives.

However, according to the online message, some of the recruited candidates work as accountants or a human resource workers in the department where their parents are leaders.

An official surnamed Li from the highway management department confirmed what the message said with the Southern Metropolis Daily on Tuesday, and told the newspaper that all the five candidates ranked first after being tested for the five posts they applied for. Li also explained that because the seven employees were contracted instead of permanent, "it is like a company's recruitment, anyone who is qualified for the job can apply".

But the committee of traffic and transport, who oversees the department, told the Changjiang Daily on Wednesday that it has disqualified the four candidates, whose parents are officials of the department, for their recruitment violated the regulations.

A staff worker from the department declined China Daily's request for comment on the disqualification on Thursday.
