The Beijing Traffic Management Bureau clarified on Wednesday that they were using surveillance cameras for parking offenses in response to complaints from drivers who claim they received fines without receiving parking tickets, Xinhua reports.

Ms Li is one of those drivers. She found out that she had parked illegally on Wangfujing Street in Beijing in May, but she claims to have never received a ticket.

The traffic police say that not receiving a ticket did not mean that the violation was not recorded, adding that the traffic bureau uses both tickets and CCTV footage from surveillance cameras to fine violators.

An officer from the Beijing Traffic Management Bureau said that traffic surveillance cameras have been installed on all the main roads, ring roads and the roads around the business center. All violations, including parking violations, will be recorded.

The bureau said that off-site law enforcement will be strengthened in the future.
