Transformed into what it terms 'an army on wheels,' the Second Artillery Force of the PLA can now fire conventional or nuclear missues using stationary or mobile launchers. The Second Artillery Force was established on July 1, 1966, controlling surface-to-surface nuclear ballistic missiles and conventional missiles.
