Compared with senior officers born in the 1940s and the 1950s, the younger generation of leaders has following new characteristics:

Social science education background

These officials were born during the Cultural Revolution period (1966-76) and grew up during the time when the reform and opening up policy was implemented. Most of them received higher education at universities in the Chinese mainland during the late 1970s and 1980s. According to statistics, around 90 percent of these officials hold postgraduate degrees, which indicates that these officials are well-educated and have strong desire to gain knowledge. About 61 percent hold degrees related to humanities and social science, and 39 percent hold degrees in science and engineering.

Grassroots work experience

Most of these post-60s officers have diversified work experience. In recent years, more and more senior managers of state-owned enterprises have been assigned to serve in local government positions. Such officers, including Su Shulin who is former head of Sinopec and present governor of Fujian Province, have a more active mind when dealing with problems. It proves beneficial to appoint executives of enterprises to be administrative leaders in local government because their management ideas of companies can be useful in public administration.
