Judges probed over prostitution allegation

A Shanghai court is investigating allegations of a prostitution scandal involved five government officials, including two of its judges, after a video was uploaded online.

Shanghai Higher People’s Court said yesterday the video, an edited version of footage from several surveillance cameras, claims to show officials seeking prostitution services in the Hengshan Resort hotel in Pudong on June 9.

The video names two of the officials as Chen Xueming and Zhao Minghua. It said Chen is vice president of the higher court and Zhao vice president of the court’s No. 1 civil court.

In a response, the higher court said Chen and Zhao are president and vice president of the court’s No. 1 civil court, but didn’t say if they were the officials seen in the video.

"The Shanghai Higher Court is highly concerned about the incident," the court said on its microblog on t.xinmin.cn yesterday.

"The higher court has launched an investigation into the case and any officials who are involved in illegal behavior will be strictly punished."

In the video, five men are seen entering a lift at 5:52pm. Dressed in white T-shirts and dark trousers, they appear to be chatting together quite happily.

Subtitles on the video say they had dinner for three hours and then went to the biggest and most luxurious club room called "Diamond One" at 9:13pm.

In the video, women are seen going in and out of the room. The video says the officials were choosing prostitutes.

At 11:15pm, subtitles of the video say the five officials staggered out of the club room with women at their side. Chen was said to be holding a prostitute’s hands while going downstairs and another official was touching a woman intimately.

The video says the five officials went back to their rooms, reserved by a man called Cai Jiandong, at 11:22pm.

About half an hour later, four women entered Chen, Zhao and other officials’ rooms, according to the video.

The five officials were said to have left the hotel at 9:30am the next day.

The video also says that Zhao often visited a nightclub. There was a surveillance video clip which showed Zhao entering the club on Chengshan Road in Pudong at 9:30pm on March 19 and leaving at 11:30pm with a woman holding on to his arm.

Zhao was also said to have called for prostitution services at a nightclub on Wuyi Road.

There is a photo which the subtitle claims is Zhao’s car in the nightclub’s parking lot.

At the end of the video, a subtitle says that the maker of the video was risking his life by making it publicly available and it asked the government to punish the "corrupted" officials.
