A plan on the development of China’s border areas is expected to be carried out after the third Plenary Session of the 18th Central Committee of the Communist Party of China (CPC), China Securities Journal reported on Oct. 11.
The plan was designed under the joint leadership of the Ministry of Commerce and the State Development and Reform Commission.
According to the speech delivered by President Xi Jinping at the Asia-Pacific Economic Cooperation (APEC), China will promote the opening up of its border areas and hinterlands to complement the development of its coastal areas.
Wang Chao, deputy minister of the Ministry of Commerce, said the cooperative development among the coastal areas, the hinterlands and the border areas is required for their opening up and industrial upgrading.
In regards to the border areas, Wang said the country will accelerate their development and enhance communication with neighboring countries through improved infrastructure.
The border areas -- Inner Mongolia bordering Russia and Mongolia; Xinjiang neighboring the middle plus western and southern parts of Asia; and Guangxi, a gateway between China and the Association of Southeast Asian Nations (ASEAN) -- will be opening up to diversified markets in their own respective models.
According to Wang, the service trade will prove significant in accelerating the opening up of the border areas. The country is now keeping a close eye on the ongoing planning of the Trans-Pacific Partnership Agreement (TPP) and Transatlantic Trade and Investment Partnership (TTIP), two protocols regulating the new international trade rules.
"The central government will enhance the opening up of the service trade by expanding the entry permissions in an orderly manner, completing the laws and regulations and gradually establishing a multi-lateral service trade system," said Wang Chao.
