President Xi explains rule of law

President Xi Jinping says leadership within the Communist Party of China will provide the fundamental guarantee for socialist rule of law in China.

The president is explaining the rule of law to put rule of law at the core of China's future development. The decision was adopted by the CPC Central Committee's key plenary session last week.

The decision stresses the supreme authority of the Constitution, and promises wide ranging changes to the judicial system.

Yuan Shuhong, is vice director Legislative Affairs Office of the State Council.

"The theory of socialist rule of law with Chinese characteristics stipulates the nature, direction and road map of the rule of law. The key issues lie in scientific legislation, strict enforcement of law, judicial justice and law observation by all the people. In the meantime, the theory links the ultimate goal with the country's governance system and modernization. It serves as a guideline of the decision."

A new rule has been put in-place, obligating Chinese government officials to pledge their allegiance to the country's Constitution before they're allowed to take office.
