Millions of teachers to receive 'Gift Package'

12.7 million primary and secondary school teachers in China are going to receive a "Gift Package" issued by the State Council ahead of this year's Teachers' Day, which falls on Sept. 10.

Gov.cn carries a report to say that the "Gift Package" aims to enhance intellectual support for the fundamental education in China, which generally means education in primary and secondary schools.

Career promotion for teachers in primary and secondary schools has long been regarded as inadequate in China. For example, primary and secondary school teachers face a career ceiling, since the highest professional title they could apply for is "Associated Professor". Also, teachers who are not good at research work are not likely to get promoted, even though they are talented in practical teaching. Moreover, unfairness also exists in the current professional evaluation system due to lack of standardization.

Under this circumstance, a series of reforming policies issued by the State Council are now ready to come into force or get strengthened to promote competitiveness and fairness among teachers involved in the country's elementary and secondary education.

For instance, a unified career evaluation system would be established to enhance the professional statuses of teachers in primary and secondary schools, including breaking the professional ceiling for the teachers to apply for professor's title. The professional evaluation system would also list teaching performance, teachers' ethics along with research abilities. Meanwhile, the system would also open to public supervision in case any breaching behaviors would occur.
