V. Specific arrangements for poverty alleviation

With goals clarified and measures adopted, the key now is implementation. The State Council Leading Group Office of Poverty Alleviation and Development will fulfill its responsibilities in strengthening guidance and inspection over the works of local departments, and carrying out the decisions and arrangements by the central government. During the half month after the central government’s poverty alleviation and development conference, the leading group had several meetings to make plans for the poverty alleviation of old revolutionary areas, poverty alleviation migration, preferential poverty elimination in east China, poverty alleviation cooperation between the east and the west and targeted poverty alleviation of central departments. For the next step, we will outline a plan for poverty alleviation in the 13th Five-Year Plan Period with annual targets. To ensure its implementation, we will establish five platforms, take six actions and organize 10 targeted poverty alleviation projects.

Liu Yongfu:

The five platforms are: a big data platform of national poverty alleviation and development, a financing platform of provincial poverty alleviation and development, a county-level integrated management platform of poverty alleviation funds and projects, a platform for implementing poverty alleviation in impoverished villages, and a social poverty alleviation platform.

The six actions are: poverty alleviation through education, poverty alleviation in the health sector, financial poverty alleviation, poverty elimination through labor transfer, poverty alleviation in 108 Impoverished areas and 1,000 impoverished villages in old revolutionary areas, and an "Enterprises for Villages Project" to build the supporting relation between 10,000 private enterprises and 10,000 impoverished villages.

The ten targeted poverty alleviation projects include a whole village promotion project, vocational education and training project, micro-credit poverty alleviation project, poverty alleviation relocation project, e-commercial poverty alleviation project, pro-poor tourism project, photovoltaic poverty alleviation project, afforestation poverty alleviation project, entrepreneurship training project, and a leading enterprise guidance project.

2016 marks the beginning of the 13th Five-Year Plan Period, and the first year for the project of targeted poverty alleviation. Under the strong leadership of the Party’s Central Committee and the State Council, we are determined to make a good start with solid works and enhanced efforts, and firmly strive for victory in the war on poverty and ensure that the country’s poorer population and impoverished counties can shake off poverty as soon as possible, and become part of a stronger society with the entire nation.
