I notice that improvement of the assessment mechanism has been included in the government document. Are there any specific ideas on the assessment mechanism, especially that oflocal governments, to formulate next? How can we balance the mechanism with the effects of poverty elimination? Thank You.

It is very important to improve the assessment mechanism on poverty, which plays the role of the conductor’s baton. The current assessment mechanism mainly includes two aspects.

First, there is an assessment method for the local Party committees and governments of the 22 Midwest provinces, autonomous regions and municipalities which have signed letters of responsibility on poverty elimination. The central government’s assessment method for local provinces and regions is being formulated. The initial consideration mainly lies in the assessment of poverty reduction achievements, such as the population out of poverty and the increase of their income, as well as the number of counties shaking off poverty. Additionally, work details are also assessed. For example, poverty archives or cards will be created to precisely identify the population and regions in poverty as well as non-impoverished people’s acceptance towards the poverty alleviation measures. The precision of identification and the effect of using and managing poverty alleviation funds shall be covered in a strict assessment system.

Second, there is also an assessment of local Party and government leaders’ performance on economic and social achievements in poverty-stricken counties. For some ecologically weak counties to be protected, GDP assessment shall not be included. For other impoverished counties, the weight of the GDP in the assessment shall be decreased and at least 60 percent of their scores will focus on the effects of poverty elimination. The central government has introduced a guideline on these methods and ten of the 22 provincial regions have issued their own specific methods. Thank you.
