During the conference, a total of nine innovative initiatives were announced. It is reported that Hengqin has also presented 38 innovation measures to the Guangdong provincial government. Again, these measures may offer experience to other cities and will be replicated and spread.
The nine innovative initiatives to be launched cover the establishment of the International Intellectual Property Protection Union, business license and certificate separation reform, the disciplinary mechanism for commercial subjects’ dishonesty, management model innovation for social-investment construction projects, the credit risk compensation mechanism for innovative enterprises and the 24-hour corruption reporting mechanism. Additionally, the working procedures of public institutions and state-owned enterprises will be recorded and examined by the procuratorial authorities. The other two initiatives are the innovative quarantine model of examining incoming travelers and monitoring departing ones, and the mutual recognition of results from H986 inspection equipment in Hengqin and Macao.
"Following the international high-standard investment and trade rules, Hengqin has made progress in the transformation of government functions, deepening integration with Hong Kong and Macao, promoting greater openness and giving priority to financial and technological development. As to institutional innovation, an international, market-oriented and law-based business environment is not far away," said Niu Jing, director of the Management Committee of the Hengqin New Area in his report on Hengqin’s one-year development.
"Up to now, among the 150 innovation measures that have been put into effect, many will be seen as practices for other cities," Niu added.
A number of officials from other departments also attended the press conference and answered reporters’ questions regarding hot social issues.
