Guangdong Province has recently introduced 20 favourable policies for talents from Hong Kong, Macao, Taiwan and oversea talents. As there is a huge demand for talents in fields like financing, shipping and trading, Hengqin and other free trade zones of Duangdong are running against the clock to formulating the criterion to evaluate high-end talents while simplify the evaluation process.

For visa application, high-end talents on a visit and foreign personnel engaged in commerce in FTZ can respectively apply for the F visa with the validity of no more than 5 years and the M visa with the validity of no more than one year. Meanwhile, the validity of working permit is extended to 5 years. As for the residence policy, the high-end talents can apply for the residence certificate with the validity of no more than 5 years. For the qualified talents, their spouse and children under age can also apply for the residence certificate.

For the incentive policies, the high-end talents can enjoy tax cuts, special funding and easier access to declaring research projects. Special attention will also be paid to protecting talents' intellectual property.

For the livelihood policies, the talents enjoy the same rights as the local citizens do. Regardless of their nationality, census registration location and the arriving time in Guangzhou, the talents can enjoy the equal rights in medical care, applying for loans, house purchase and children's access to educational resources.
