Hengqin attracts talents with policy innovation

The 2016 National Postdoctoral Academic Forum was held on Dec. 10 in Hengqin New Area of Zhuhai, Guangdong Province. Deputy Secretary Ye Zhen of Party Committee of Hengqin New Area received an exclusive interview with China.org.cn.
"Hengqin enjoys the greatest openness and widest innovation in terms of regional policies, which has made it a ‘Special Zone in the Special Economic Zone,'" said Ye.
Hengqin has carried out 200 reform and innovation measures, nearly 80 of which are new in Guangdong Province. "The new model of government intelligent monitoring service" won the best practice case among national free trade zones.
Hengqin New Area is adjacent to Macao and close to Hong Kong and. After the construction of the Hong Kong-Zhuhai-Macao Bridge, Hengqin will become the only pilot free trade area, directly linking Hong Kong and Macao. This openness is unmatched in other regions of China.
Ye said Hengqin introduced a series of talent development incentives. For high-skilled workers in Hong Kong and Macao, Hengqin introduced a tax subsidy policy. For foreign nationals, the 16 immigration policies issued by the Ministry of Public Security all came into effect in Hengqin. "Hengqin Entrepreneurship Valley for Macao Youth aims to create a one-stop service platform for start-ups and entrepreneurial platforms. In addition, after the completion of the International Science and Technology Innovation Center, it will provide a broad development platform for domestic and foreign innovative teams and projects."
Ye Zhen said the Hengqin New Area adopted a series of favorable measures to serve high-skilled workers including Talent Apartment Project, which provides comfortable living conditions for these workers.
In addition, Hengqin aims to establish a world-class medical security system and first-class educational system to better serve these workers coming to Hengqin.
