Beijing has established a capacity assessment system for the elderly people and has conducted a comprehensive survey on the city’s senior citizens with disabilities.

The focus for the city’s elderly care services is to identify the elderly who are suffering from dementia, without offspring, at a very old age and having special difficulties, said Li Hongbing, vice director of the Municipal Civil Affairs Bureau.

Conducting a survey on those old people can lay a solid foundation for future policies and services, he added.

The city will establish an extensive elderly care service network covering all geriatric hospitals, rehabilitation institutions, and community-based nursing stations.

Based on a needs assessment of every specific group, related government agencies will consolidate welfare policies for the elderly, improve subsidy system for old and destitute seniors, enhance skills training for service providers, advance elderly-oriented home modification and help the seniors who are severely without children or with low incomes to be admitted into nursing homes.
