Beijing to increase openness of government affairs

Beijing will increase the openness of government affairs by strengthening policy interpretation and government response to public opinion this year.

According to the document, authoritative information of major emergencies must be issued within 5 hours and a press conference about the emergencies must be held within 24 hours. For cases where major public opinion is not timely, proactively and accurately responded and bad influence has been brought out, a notice of criticism will be circulated and the related departments would be criticized.

According to the document, Beijing will comprehensively promote openness on decision-making, implementation, management, service and achievement in the year of 2017. The openness of government affairs will account for no less than 4 percent in the evaluation of administrative bodies.

In 2017, the Beijing municipal government will focus on livelihood issues such as education, air quality, housing, elderly care, health care, community services, government services and so on. A comprehensive public services map will be rolled out for the convenience of the general public and a series of activities, including open days, will be organized to respond to hot-button issues of social concern to narrow the distance between the government and the general public, and further establish the image of an open and transparent government.
