Beijing keeps streamlining administration and delegating power

Beijing has made much headway in streamlining administration, delegating power and improving its government services over the last three years, with 1,005 administrative approvals abolished or adjusted.

Along with slashing 129 certification items in 2015, Beijing launched a pilot reform in examination and approval of investment in public service construction projects and regulated power operation of government by enacting and publicizing a list of government power, a list of prohibition and restrictions on new industries and soon.

Last year, Beijing put an end to all procedures that require non-administrative approval by abolishing 220 non-administrative approvals and canceled qualification accreditation for 131items, business charge for over 80 items and intermediary services for 150 items. A total of 158 matters that once needed pre-registration approval now only require post-registration approval.

In addition, Beijing issued 12 categories of responsibility list with respect to environmental protection, prevention of air pollution and so on, in a bid to strengthen regulations. Random inspections by randomly selected law enforcement officers and requiring the prompt release of results were carried out in the city to regulate law enforcement of the government.

Beijing has realized intelligent supervision over land planning, environmental protection and other fields. Great efforts have been made to advance the construction of enterprise credit system and blacklist system. Online booking, online declaration and service guide for public services are now available on government websites.
