Certificates for foreign business in Beijing merged to one

By the end of this year, the 15 separate certificates required for foreign-invested companies to submit during their business registration in Beijing will be merged to one certificate, as five municipal government bodies of commerce, inspection and quarantine, customs, public security and housing fund management collaborate, according to an announcement by the Beijing Administration for Industry and Commerce on Sept. 22.

On Sept. 12, Beijing issued a guideline on accelerating the business registration reform by reducing multiple certificates to one, aimed at lowering the administrative costs in market access, optimizing the business environment of the city, and further stimulating market vitality.

The first half of this year has also seen reforms whereby foreign-invested companies in Beijing can register their businesses by submitting a single e-form and a single set of documents through an online platform. The data can be passed on and shared by different government organizations, which will reduce repeated information submission by 40 percent.

So far, seven certificates, including a business license, an organization code certificate, a tax registration certificate, a social insurance registration certificate, a statistics registration certificate, a business record, and a digital legal person certificate, for foreign-invested companies to submit to register in Beijing has been reduced to one, and the processing period has been reduced from 20 working days to only three to five.
