Gao became a CPC member in December 1999. Positive and pragmatic, he is always competent in completing his tasks. Zhoushan community has developed well under his leadership.

Under Gao's guidance, Zhoushan set up long term development goals that have increased the community's prosperity. Gao took the initiative to make bold and innovative explorations of new sectors, taking Zhoushan's territorial advantages into full play. Priority was given to ecological agriculture and traditional handicraft industries.

Due to Gao's leadership, Zhoushan village has made bumper profits from carving crafts. More than 1,300 people work in the carving industry in Zhoushan. Annual carving sales totaled nearly 100 million yuan last year, with annual per-capita income for carvers reaching 80,000 yuan. During the 2011 NPC and CPPCC, Gao and 12 local stone-carving masters went to Beijing to exhibit their works. They performed a live show for the CPC leaders and won their admiration. After that, Zhoushan's stone carving industry enjoyed further popularity.

"On no account should we forget where our profits come from," Gao said.

Zhoushan has actively invited investment, and the villagers also functioned as shareholders. Gao also helped develop small local companies into larger ones. Collective assets of the village were distributed to the villagers for the good of individual development. Cooperative dividends were distributed to invigorate the rural economy and increase farmers' incomes. The farmers, in turn, contributed ideas and exerted efforts to develop the local community.

Gao has also turned Zhoushan into an ecological village. Based on the cultural celebrity Sun Wu (a famous Chinese ancient military theorist) and the natural landscape resources of the Dome Mountain, an ecological village was constructed in the style of a Suzhou garden. The village has attracted an endless stream of tourists.

Gao was rated the annual outstanding individual of Taihu National Tourism Resort of 2009. He won the honor again in 2011.
