Chen Weiqiang: A brave and loyal heart

Since he started working at the Jinzhou District police station in Dalian six years ago, he has been honored many times by the local government.

In the second half of 2007, in Jinzhou district, Dalian, robberies towards female taxi drivers escalated, which caused a citywide panic. Chen volunteered to participate in a special group to track down the suspected offender.

On January 4, 2008, Chen and his colleague Guo Xingzhou finally discovered the suspect, who was robbing a female driver at that time. Chen rushed over to the taxi. Meanwhile, the suspect jumped out of the taxi and ran away. With no way out, the suspect made a vicious stab at Guo Xingzhou with his knife. Just then Chen threw his body at the criminal, who pierced his knife into Chen's chest. Chen continued the hunt and finally fainted due to excessive bleeding. At last, the suspect was captured by others. The serial burglar had robbed 13 victims. After several hours of emergency care, Chen was out of danger the next day.

In March 2008, Chen recovered from his wounds and resumed duties as a community police in Dalian's Xingmin neighborhood. During this period he completed an electronic map of the neighborhood and visited all the residents in his district in less than three months.

In recent years, disputes caused by conflicts of interest among the residents accounted for 30 percent of all cases under Chen's jurisdiction. In his role, Chen always felt an obligation to help his fellow community members. Over 3 years, Chen has resolved 130 conflicts and disputes. Not one civil case aggravated into a criminal case under Chen's watch.

As the Liaoning coastal economic was slated as a national development priority, the originally underdeveloped coastal area heated up overnight. 121 enterprises and 158 commercial outlets were built up within a year in the area under Chen's watch. As such, the transient population reached peak of 25,000.

To help better manage the migrant population, Chen established the "Association of Migrant Population Management Services" with the help of some other government departments. To date, the association has helped more than 500 migrant workers find jobs. It has also helped collect, in total, more than seven million yuan for over 1,000 workers, and has helped 120 migrant workers receive health care.

After talking with many of the migrant workers in his district, Chen found that many of them were CPC members, but that they didn't participate in any regular Party activities. Thereby, a Party branch for migrant workers was set up, with Chen acting as the Party chief. Chen held a meeting every month. Gradually, the branch grew and attracted more members.

In 2010, Chen was honored as a "Model Policeman" by the Border Agency of the Ministry of Public Security. He also distinguished himself as one of the "Top Ten Amicable Policemen of Dalian".
