Abstract

The Chinese dream has been the century-old aspirations of the Chinese nation. The essence of the dream is to lift China out of poverty and to realize the national revival. From the standpoint of the China-world relations, to realize the Chinese dream is to put China on an equal footing with other countries in the international arena. At home, the Chinese dream suggests that we should realize modernization and build a strong and prosperous, democratic, civilized and harmonious socialist society. Nowadays, human rights have become the benchmark for dealing with the foreign relations and domestic affairs. Therefore, the respect and protection of human rights is indispensable for realizing the Chinese dream. Human rights are the essential part of the Chinese dream.

On the path toward the Chinese dream, China will push forward human rights development and step up the safeguarding efforts. China will expand socialist democracy, and provide adequate and institutionalized channels for various social elements to participate in political affairs, so that more political rights will be given to the people. The individual rights will be adequately safeguarded and the people will enjoy more freedom. China will expand public service, improve social management, and promote social justice and fairness. China will implement positive job policies. The resident income will be gradually increased and the minimum wage will also be raised. China will build the social safety network covering both the urban and rural residents, and establish the systems of social insurance, aid and welfare. In particular, China will establish the systems of basic old-age insurance, basic medical insurance and minimum living security.

It is particularly difficult and challenging to develop human rights in China which is a developing country with a history of 5000 years. In order to achieve the human rights that fit in with China's national revival, China has to tread its own human rights development path with Chinese characteristics. First, we should prioritize the economic, social, and cultural rights in order to promote the all-around development of human rights. Second, the freedom rights of individuals and society should be expanded under the preconditions of social stability. Third, the central government should make top-level planning to promote human rights step by step. Fourth, China's human rights should be gradually developed based on China's reality and the overall requirements of the economic and social development.
