Fu, Party secretary of Tengtou village, has been a delegate at the National People's Congress (NPC) on three occasions. He led the setting up of the PM2.5 monitoring station in Tengtou village, making it the first of its kind in a village. As a delegate to the NPC this year, Fu has combined the ecology practices of Tengtou village with the reality that smog envelops cities around China, and he plans to present three proposals on the environment and a suggestion on improving forestation of cities to reduce the density of PM2.5.
