The meeting declared the use of quake donations will be open to supervision, and the legitimate rights and interests of donors and recipients must be protected. The conference also vowed to maintain fairness and transparency in distributing quake supplies.

Local governments and other beneficiaries are being urged to set up systems to keep records of relief materials, and make the information public. Any corrupt or discriminatory use of funds and relief materials will be severely punished.
