First Land Web Planning System Passed Appraisal

China's first land web planning system lately succeeded in passing tests and assessment made in Tanggu, Tianjin, by experts from the Ministry of Construction and the Ministry of Land and Resources.

For a medium-sized city with a population of 500,000 to 10 million, when the web system should be introduced, an annual amount of 5 to 10 million yuan of costs will be saved on land planning and updating. At the appraisal meeting, heads from Tanggu Land Administration demonstrated a series of operations for documents search, urban planning, investment application and project follow-up, backed by advanced technologies such as multimedia. GIS, data base and non-structure information handling.

High comments had been made by experts on the system for "it can shorten the time to be used from one month to a week", said Zhang Xinde, director of the Administration. Through computer processing, it will do well in guarding against any possible work delays, smothering in and extraction of bribes often found. Merely with a click problems will soon be found and thus corruption is checked.

"Downtown Jiefang Road of Tanggu District" by 3D technique presents a fine image. It is so vivid that it won not only the first prize in China's city planning but has also lured over hundred million yuan of investment.

Much headway has been made in the system in the aspects of GIS, Internet application, visualization of working process, integration of text and pictures, etc. It is a successful experiment made in China's land planning and management and should be promoted, experts said.
