Tung recalled: "I attended the opening ceremony of the Office of the Commissioner of the Ministry of Foreign Affairs of the People Republic of China in HKSAR. From that day onwards, Commissioner Ma and I assumed responsibility in our respective areas for the implementation of the unprecedented 'One Country, Two Systems' concept in Hong Kong."
