China to Launch New Land-and-Resources Program

The aim of the Land-and-Resources Scientific and Technological Innovation Program is to promote innovation in science, technology, production, and management; to perfect the combination of study programs, construction of bases, and training of talents; and to provide scientific and technological support to the management and utilization of land and resources in China.

The overall scientific and technological level in land and resources is not promising, says Minister of Land and Resources Tian Fengshan. Scientific and technological methods and technological equipment are backward, innovative ability is insufficient, channels for transformation of achievements are not smooth, and the industrialization level is low. These areas lag far behind the developed countries and do not conform to the social and economic development of China. The backwardness in science and technology has led to a low rate of utilization of resources, rough development, and serious pollution. Therefore, China must focus on the strategy of sustainable development and aim at economic and social development, thereby promoting scientific and technological progress in land and resources.

According to Tian, the Land-and-Resources Scientific and Technological Innovation Program is the core of the 10th Five-Year-Plan and Long-Term Plan by 2015 for Scientific and Technological Development. The program consists of two parts:

First, to launch scientific and technological innovation in eight fields. Crucial, strategic, and comprehensive scientific and technological problems will be dealt with in the fields of sustainable utilization of land and resources, basic geological investigation, mineral-resource evaluation and resource security, intensive use of mineral resources, geological environment and prevention of geological disasters, development of the western regions, use of information technology for land and resources, and management of land and resources.

Second, to establish and perfect, through development or introduction, six technological systems: ground observation, deep underground detection, disaster monitoring and controlling, analysis, testing and experimenting, and comprehensive use of information and mineral resources. Meanwhile, it will be necessary to study and develop new technology and new ways of working with land and resources.

According to Tian, the Ministry of Land and Resources will increase financial input in scientific and technological innovation every year in accordance with the needs of development. It will also actively expand the capital sources and try to establish a multi-dimensional and multi-level science and technology input system covering the whole society.
