12 Typhoon Rananim, the 14th tropical storm in 2004, lands in Shitang Town of Wenling City, Zhejiang Province. It was the worst hurricane that had pounded the province since 1997, affecting 639 towns (townships) in 50 counties (cities) and 8.59 million people. Direct economic losses from the disaster totaled 15 billion yuan (US$1.81 billion). 20 The Ministry of Public Security and the Ministry of Foreign Affairs jointly promulgate the Regulations on Examination and Approval of Permanent Residence of Aliens in China, formally launching the country's "Green Card" system. According to the regulations, certificate of permanent residence is valid identity card for aliens with the status in China by itself. 22 A grand gathering is held at the Great Hall of the People in Beijing to mark the birth centenary of late Chinese leader Deng Xiaoping, known as chief architect of the China's reform and opening-up drive. 29 The 28th Olympiad closes in Athens, Greece.
