 The Decision of the CPC Central Committee on Strengthening the Building of Governing Capacity of the Party put forward, for the first time, the concept of "building a socialist harmonious society" in an all-round way and listed improvement of the capacity in this field as one of the five foremost tasks in the Party's capacity building.In a speech delivered at the Party School of the CPC Central Committee, General Secretary Hu Jintao of the committee, who is also state president and chairman of the Central Military Commission, said that realizing a harmonious social development and constructing a highly civilized society has been an ideal of human beings for a long time. It is what Marxist political parties, including the CPC, have been unremittingly pursuing. A harmonious society in China will feature democracy, the rule of law, equality, justice, sincerity, amity, vitality, stability, order and a harmony between mankind and nature; all conforming to the basic doctrines of Marxism, the practical experience of China's socialist construction, as well as the new requirements of China's economic and social development in a new century and at a new phase and with new social trends and new characteristics. To realize democracy and the rule of law, socialist democracy must be carried forward. The basic principles of ruling the country by law must be implemented and all positive elements be widely mobilized. To realize equality and justice, various social interests should be well coordinated. Contradictions among the people and other social issues must be properly handled and social equality and justice practically actualized and maintained. To realize sincerity and amity, all members of society should help each other, value honesty and treat others equally and fairly. To be a vibrant society, all creative aspirations that are helpful to social progress should be respected, creative activities supported, creative talent fully utilized and creative output acknowledged. To realize stability and order, the organic systems should be complete and sound, the management of social affairs further improved and social order retained. People should enjoy their work and life and society should remain stable and unified. To realize harmonious relationships between mankind and nature, society should be developed in a sustainable way. People should live a well-off life and preserve the ecology. |
