Located in Yinchuan City, Haibao Pagoda (海宝塔) is the oldest architectural structure in Ningxia with a history of over 1,500 years. It is also called the Bei Tower (North Tower) or Heibao Tower. According to ancient records, it was rebuilt during 407 - 427 by the Western Xia emperor Helian Bobo. Thus, it is also called the Hebao Tower.

One of the top eight scenic spots in Ningxia, it is a pavilion-style pagoda, with nine tiers and eleven flights of stairs. The rectangular pagoda is made of bricks and stands 54 meters high. Haibao Pagoda has a square base that is 5.7 meters high and 19.7 meters long.

From the top, it is possible to see the Yellow River to the east, while to the west the majesty of the Helan range can be seen. The scenery is comparable in beauty with any vista in South China. No wonder the pagoda is regarded as the symbol of Yinchuan City. It is listed as a National Key Cultural Relic.

- Hours: 9 a.m. to 5 p.m.

- Admission: 10 Yuan (including the charge for climbing the pagoda)
