The drug suspect, Sergio Villarreal, also known as "El Grande", was now under control of navy marines in the city of Puebla, east of Mexico City.
He is alleged to be a top leader in the powerful Beltran Leyva cartel.
Another drug lord, Edgar Valdez, known as "Barbie", who led a rival faction of the same cartel, was arrested two weeks ago. .
The navy claimed that they have arrested Mr Villarreal without any resistance and they also arrested another two people who were with him.
Previously, the Mexico government offered a reward of around $2.3m (£1.5m) for information leading to his arrest.
