U.N. Secretary-Secretary Ban Ki-moon said Thursday that the accidents in Ukraine's Chernobyl and the Japanese Fukushima Daiichi nuclear power plants "are a wake-up call" for the world, and he called for "greater transparency and open accountability" in strengthening nuclear safety and security.
