International Atomic Energy Agency (IAEA) chief on Monday expressed his disappointment concerning the fruitless talks with Iran over its disputed nuclear plan.

"Since January 2012, during which time ten rounds of talks have been held, no agreement has been reached on the structured approach document," said Yukiya Amano, the Direct General of IAEA, in the first board meeting since his second term, saying that the talks had been going around in circles.

Amano was also worried about developing Iranian nuclear technology, especially the uranium enrichment and the heavy water related project. "Iran continues to advance its heavy water related projects. The number of centrifuges installed by Iran also continues to increase," he addressed.

Regarding Parchin, a military site suspected by the agency of conducting explosive test relevant to nuclear weapon, the agency chief urged Tehran to open access to the site and foreign experts involved.

Before the meeting, the IAEA worried that its nuclear inspectors might find nothing in Parchin due to suspected "clean-up" of the site.
