Sino-S.Korea vocational education forum held in Beijing

The First China-South Korea Forum on Vocational Education Cooperation and Development was held in Beijing on June 9.

The forum aimed to celebrate the 10th anniversary of the talent exchange and cooperation between the two countries and to promote their further exchanges and development in this field.

About 50 Chinese and South Korean experts and entrepreneurs focusing on vocational school education, electronics technology, cosmetology and hairdressing and flower arrangement gathered in Beijing and shared their opinions during the event.

"Vocational education is a significant part of a country's modern national education system," said Zhang Jianguo, vice minister of China's Ministry of Human Resources and Social Security and administrator of the State Administration of Foreign Experts Affairs (SAFEA), said in the opening speech.

He pointed out that vocational education plays an important role as China implements its strategies of invigorating the country through the development of science and education, and reinvigorating China through human resources development. However, at present, vocational education in the country is still far lagged behind, not adapted to the country's development.

In contrast, thanks to its human resource development, especially vocational education, South Korea became one of the Four Asian Tigers after the 1960s. China should learn from South Korea's successful experience, added Zhang.

"I hope the forum can update the bilateral talent exchange system by which China and South Korea can complement each other's advantages and achieve mutual benefit," said Zhang. "I also want to see more vocational schools and enterprises from both sides to share their experiences and achievements in vocational talent cultivation."

Lee Yong-Soon, president of the Korea Research Institute for Vocational Education and Training, said at the forum that South Korea and China share similar geographic and historic positions. Since the two sides signed the educational cooperation agreement in 1995, the two countries have witnessed more exchanges and communication.

Creation, combination, practicality and support should be the core values of vocational education and talent management, said Lee.

"Vocational education system in South Korea is government-guided. It combines study and training, and attracts lots of enterprises," he said. "These features not only echo the market needs, but also maintain a higher employment rate for students."

"At present, although the Korean economy is not doing so well, the employment rate for graduates of vocational schools still reaches 86 percent. Samsung, Hyundai and many Korean enterprises have their own vocational training institutes, " said Lee.

Lee revealed that Meister High Schools is a successful vocational school fully sponsored by the South Korean government. Founded in 2010, the school only cooperates with large enterprises. They set and arrange various courses in order to meet the needs of enterprises and the market, while the companies provide their support in technology, equipment, teaching and employment.

"In future, the vocational education exchange and cooperation between China and South Korea will focus on relevant fields and key points in the two countries' economic development, and meet the needs of the market in order to provide better support for bilateral trade," Lee predicted.

The forum was organized by the China State Administration of Foreign Experts Affairs (SAFEA) and the Korea Research Institute for Vocational Education and Training, and presented by the China International Talent Exchange Foundation and the Korea-China Friendship Association of Culture and Economy.
