Philippines releases framework for nuclear energy integration

MANILA, Oct. 2 (Xinhua) -- The Philippines' Department of Energy (DOE) released a comprehensive framework for integrating nuclear energy into the country's power generation mix on Thursday.

Energy Secretary Sharon Garin signed the department circular, which formally establishes the policy foundations for the Philippines' first commercially developed and operated nuclear power plant (NPP), designated as a Pioneer NPP.

"(The framework) is more than just a policy document; it is an investment signal," said Garin.

"By establishing clear rules for nuclear integration, we are giving confidence to investors, partners, and stakeholders that the Philippines is ready to responsibly and strategically adopt nuclear energy as part of its clean energy transition," she added.

She said that nuclear will complement renewables by providing reliable, stable baseload capacity, ensuring that the Philippine economy has the energy security it needs to grow while meeting climate goals.

Under the circular, the Pioneer NPP will be treated as a baseload facility and granted priority dispatch in coordination with the DOE, the Independent Market Operator, and the System Operator, regardless of the nuclear technology deployed.

This ensures a competitive investment environment for the Pioneer NPP, paving the way for further nuclear developments that will reinforce the country's long-term energy security.

Garin stressed that the Pioneer NPP will serve as a cornerstone project, not only by diversifying the country's energy mix but also by creating a robust framework that is attractive to both local and international investors. Enditem
