ISTANBUL -- At least 3 migrants were killed as a rubber boat carrying 45 migrants partially sank on Thursday in the Aegean Sea, the Turkish Coast Guard Command said in a statement.

RIYADH -- The Saudi leadership on Thursday issued a royal decree to appoint Fahad bin Abduljalil Al-Saif as the new investment minister.
Al-Saif has been mostly known for his roles in the Public Investment Fund, the country's sovereign wealth fund, as well as various corporate boards.
He replaced Khalid bin Abdulaziz Al-Falih, who had been serving in the post since February 2020. Al-Falih was appointed as a minister of state and a member of the cabinet. (Saudi Arabia-Investment Minister-Replacement)

RAMALLAH -- Palestinian Finance and Planning Minister Estephan Anton Salameh warned on Thursday that the Palestinian Authority's financial situation has become "extremely critical," threatening the continued provision of basic services, as Israel has withheld Palestinian tax revenues for the 10th consecutive month.
