Libya launches National Artificial Intelligence Strategy 2026-2030, adopts ethics charter

TRIPOLI, June 1 (Xinhua) -- Libya on Monday launched its National Artificial Intelligence Strategy 2026-2030 and adopted a national charter on AI ethics during the National Technology Day celebrations in the capital Tripoli, according to the government media platform Hakomitna affiliated with the Government of National Unity.

Prime Minister Abdul Hamid Dbeibah said during the event that AI has become a key tool for improving public services, enhancing government efficiency, and strengthening the national economy's competitiveness, noting that a ministerial portfolio for digital economy and AI has been created.

Hakomitna reported that the strategy's key targets include enabling 80 percent of government entities to use AI solutions, automating 50 percent of government transactions, activating national digital identity for 70 percent of the population, training 10,000 employees in advanced technologies, supporting the establishment of 100 AI-focused startups, and digitizing 70 percent of paper-based records.

The government also adopted the "National Charter for Artificial Intelligence Ethics," which sets out principles of transparency, fairness, accountability, and the protection of individuals' digital rights, while also safeguarding national security and digital sovereignty.

The charter emphasizes the centrality of humans in AI systems, stating that such technologies should serve as decision-support tools rather than replacements for human judgment, particularly in sensitive sectors such as health, justice, and security. Enditem
