Foreigners reach 14 pct of Portugal's population amid immigration control

LISBON, June 22 (Xinhua) -- Portugal had 1,597,539 foreign residents at the end of 2025, representing 14 percent of a total population of 11,424,031, according to data published Monday by the National Statistics Institute (INE).

The total population grew 0.32 percent, or 36,809 people, compared with the previous year, with foreign residents accounting for an increase of 59,113, a sharp deceleration from the 188,252 recorded in 2024, 275,929 in 2023 and 326,090 in 2022, the data showed.

Minister of the Presidency Antonio Leitao Amaro said the data confirms that "immigration is now under control," attributing the deceleration to the government's decision to abolish the so-called "manifestation of interest" mechanism, a tool introduced under the previous Socialist government that Prime Minister Luis Montenegro has described as an "open door" to uncontrolled immigration.

"If the government had not, at the start of summer 2024, ended the manifestation of interest and subsequently regulated other flows, today we would be talking about a reality where the immigrant population would represent 20 percent of the total," Leitao Amaro said.

Meanwhile, the INE announced it will revise all per capita indicators, including GDP, employment, and figures related to justice, education and health, following the population update. Enditem
